Charles Blackford is the principal architect and developer of the REAS CAMA system. He has experience in Information Technology that has provided him with the opportunity to gain skills and experience in almost every facet of Real Estate Mass Apprasial and Information Technology from:
- Start-ups as well as large, established institutions;
- Tactical implementation to strategic planning;
- Mainframe to midrange to server to workstation to LAN/WAN networks;
- Application development to system software installation and maintenance to technical support and operations;
- Being a team member building organizations and managing their projects and departments;
- Doing "heads-down" work to presenting new ideas and technology to senior management;
- Effectively mentoring IT line staff and managers to dealing directly with the CEO;
- Software development to supporting marketing including presenting directly to customers, at seminars and a panel speaker at forums.
- Writing application and infrastructure system software to managing large departments (domestic as well as international).

He also has effectively and successfully partnered with Town Assessors and revalaution contractors to implement quality revaluations on schedule.
